Administrative Measures for the Packaging of Mails and Express Mails were adopted on 3 Feb. 2021, and entered into force on 12 Mar. 2021.

There are 47 articles in total. The Measures aim to strengthen the administration of green packaging of mails and express mails, regulate the packaging behavior of mails and express mails, protect the legitimate rights and interests of courier users, and ensure courier security.

The key points are as follows:

1.The State Post Bureau and its local government counterparts are the regulatory authorities in this field, responsible for the supervision and administration of the use of packaging materials and packaging operations.

2.Courier enterprises shall give priority to reusable and easy-to-recycle materials and other environmentally friendly materials for packaging mails while optimizing the design of express packaging and reducing the use of filling materials.

3.Courier enterprises are encouraged to adopt advanced technologies to enhance the level of automation, informatization and intelligence of packaging. Besides, courier enterprises are encouraged to establish a recyclable packaging information system to improve the efficiency of the use of recyclable packaging in such links as sorting, transshipment and delivery.

4.Postal administration authorities shall supervise the packaging management system, packaging operation specifications and relevant training of courier enterprises, record the illegal and dishonest acts of courier enterprises, and incorporate such records into the credit management of the postal industry.
