Administrative Regulations on Online Comment Posting Services entered into force on 1 Oct. 2017.

There are 13 articles in total. The Administrative Regulations aim to regulate the activities providing online comment posting within the territory of China. Key points of the Administrative Regulations are as follows:

  1. Comment posting services refer to services for releasing information such as text, symbols, expressions, pictures, audio and video, by way of post, reply, message and bullet screen, on the communication platforms that have news and media characteristics and social mobilization functions, such as internet sites, application programs and interactive communication platforms.

  2. The Cyberspace Administration of China and its local government counterparts are the regulatory authorities of the area.

  3. Providers of comment posting services (“service providers”) that provide new products, new applications and new functions for online comment posting shall report to the regulatory authorities for security assessment.

  4. Service providers shall authenticate users’ real identity information.

  5. Service providers shall establish and improve examination management, real-time patrol, emergence response, and other information security management systems for comment posting, to discover and dispose of illegal information.
