Administrative Measures for the Archival of Non-commercial Internet-based Information Services entered into force on 20 Mar. 2005.

There are 29 articles in total. The Measures aim to regulate activities that provide non-commercial Internet-based information services within the territory of China. Key points of the Measures are as follows:

  1. Administrative Measures on Internet-based Information Services stipulate that services providers who engage in non-commercial Internet-based service shall file with the regulatory authorities for the record, while the Measures stipulate how to go through the record-filing procedures.
  2. The information filed by the service providers includes website URL, website sponsors, persons in charge of the website, IP address, and other information.
  3. Service providers shall mark its filing number on the bottom of their website.
  4. Internet access service providers shall not provide access services for un-filed websites.
