Law on the Promotion of Rural Revitalization was adopted on 29 Apr. 2021, and entered into force on 1 June 2021.

There are 74 articles in total. The Law aims to fully implement the strategy for rural revitalization, promote the comprehensive upgrading of agriculture, comprehensive progress in rural areas and overall development of farmers, and accelerate the modernization of agriculture and rural areas.

The key points are as follows:

1.The competent authority of agriculture and rural affairs under the State Council (the Ministry of Agriculture and Rural Affairs) shall be responsible for the overall planning and coordination of, macro guidance on, and supervision and inspection of the promotion of rural revitalization nationwide. The competent authorities of agriculture and rural affairs under the local governments at or above the county level shall be responsible for the promotion of rural revitalization within their respective administrative regions.

2.The State shall implement a food security strategy that is dominated by ourselves, based on domestic conditions, ensured production capacity, moderate import, and supported by science and technology to guarantee basic self-sufficiency in grains and absolute security of essential food, and safeguard national food security.

3.The people’s governments at various levels and the relevant authorities shall take measures to encourage farmers to work in urban areas, fully implement equal employment and equal pay for equal work for both urban and rural workers, and protect the wage payment and social security rights and interests of migrant workers in accordance with the law.
