This Opinions proposed that the people’s courts should strengthen the connection with arbitration institutions. It quotes, in Article 10, “respect the rule of commercial arbitration and arbitration rules, duly handle arbitration institutions’ applications for preservation, legally handle the cases in which the arbitral awards have been nullified or shall not be executed, and standardize the judicial review procedures for cases involving foreign affairs or foreign commercial arbitral awards.

In addition, the Opinion specifically proposed to “promote the globalization of the diversified dispute resolution mechanism” (Article 16), namely enhancing the international competitiveness and credibility of China’s dispute resolution mechanism through further strengthening exchanges and cooperation with judicial organs, arbitration institutions and mediation organizations from other countries and regions. This might provide judicial assistance to the implementation of major strategies in China, such as the “Belt and Road” Initiative.
