The Notice on the Payment of Remuneration to Copyright Owners for Copying and Distributing Overseas Sound Recordings was promulgated in 2000 and entered into effect on 13 Sept. 2000.

There are three articles in total, the key points of which are as follows:

  1. When importing overseas sound recordings, audio-visual publishers or other units shall make clear agreements with the licensor on the payment of remuneration to the copyright owners of musical works in the license contract.

  2. The remuneration to be paid by the importer shall be determined according to the standards stipulated in the Interim Provisions on the Remuneration Standard for Statutory License of Sound Recording (录音法定许可付酬标准暂行规定) and the Supplementary Notice on the Interim Provisions on the Remuneration Standard for Statutory License of Sound Recording (关于录音法定许可付酬标准暂行规定的补充通知).
