The Postal Law was promulgated in 1986 and amended in 2009, 2012 and 2015 respectively. The latest revision entered into force on April 24, 2015.

There are 87 articles in total.

The key points are as follows:

1.The correspondence delivery services within the scope prescribed by the State Council shall be exclusively provided by the postal enterprises.

2.Enterprises providing the express delivery service other than postal enterprises shall obtain the express delivery business permit. No express delivery enterprise shall provide the correspondence delivery service which shall be exclusively provided by postal enterprises or deliver the official documents of state organs.

3.The postal enterprises shall provide universal postal services for the delivery of correspondence, printed matters no heavier than 5 kg each and parcels no heavier than 10 kg each and the postal remittance.

4.The freedom and privacy of correspondence of citizens shall be protected by law. No organization or individual shall infringe upon the freedom and privacy of correspondence of citizens under any pretext, provided however that as needed for protecting the national security or investigating criminal offences, the public security organs, national security organs or procuratorial organs may inspect the correspondence of citizens under statutory procedures.

5.No entity or individual shall use mail to send any item which contains anything prohibited by a law or administrative regulation.

6.Foreign investors shall not invest in the domestic express delivery service for correspondence.
