The Law on Safeguarding National Security in HKSAR was promulgated in 2020 and entered into force on June 30, 2020.

There are 66 articles in total.

The key points are as follows:

1.The Central People’s Government has an overarching responsibility for national security affairs relating to the Hong Kong Special Administrative Region. The executive authorities, legislature and judiciary of the Region shall effectively prevent, suppress and impose punishment for any act or activity endangering national security in accordance with this Law and other relevant laws.

2.It is the common responsibility of all the people of China, including the people of Hong Kong, to safeguard the sovereignty, unification and territorial integrity of the People’s Republic of China.

3.In order to safeguard national security effectively, the law enforcement and judicial authorities of the Hong Kong Special Administrative Region shall fully enforce this Law and the laws in force in the Region concerning the prevention of, suppression of, and imposition of punishment for acts and activities endangering national security.
