China to Regulate Account Name Information of Internet Users

China’s Internet regulator, the Cyberspace Administration, issued regulations on account name information of Internet uses.

On 26 Oct. 2021, the Cyberspace Administration of China issued the proposed Provisions on the Administration of Account Name Information of Internet Users (Draft for Public Comment) (hereinafter “the Provisions”, 互联网用户账号名称信息管理规定(征求意见稿)) to solicit public comments through 10 Nov. 2021.

The Provisions stipulates that the account name information registered and used by Internet account users must not involve relevant circumstances. For example, the said account name information must not violate relevant laws, must not pose as, fake, or fabricate the names of the Party, governments and military organs as well as news media, and must not infringe on the lawful rights and interests of others, seek illegal benefits, or harm the public interests.

The Provisions also stipulates that when minors register accounts, their guardians’ consent shall be obtained and the minors’ resident identification number shall be provided for checking their true identity information.
