Categories: China Legal Trends

In August 2024, the State Council Information Office released a white paper titled “China’s Energy Transition” (中国的能源转型).

The white paper highlights China’s significant progress in developing clean energy. By the end of 2023, the installed capacity of wind and photovoltaic (PV) power had increased tenfold compared to a decade ago, with clean energy now accounting for 58.2% of the total installed power capacity. Electricity generated from clean energy has accounted for more than 50 percent of the increase in total electricity consumption. The share of clean energy consumption in total energy consumption rose from 15.5% to 26.4%, while the share of coal consumption dropped by 12.1%.

The white paper also emphasizes China’s efforts to contribute to the global green transition. Over the past decade, China’s share of the world’s newly installed renewable energy capacity has consistently exceeded 40%. Global non-fossil fuel energy consumption increased from 13.6% to 18.5%, with China contributing 45.2% of that growth. Through continuous technological innovation, a complete industrial supply chain, robust market competition, and a large domestic market, China has rapidly developed its new energy sector, driving down the global cost of wind and PV power generation.
